Democratic Republic (DR) Congo President, Felix Tshisekedi, in a groundbreaking development, appointed Judith Suminwa as the country’s female prime minister on Monday, April 1st, 2024.

This significant milestone comes after a period of uncertainty following Tshisekedi’s re-inauguration in January, during which he had to secure a majority coalition in the National Assembly before forming a new government.

In her national address, Suminwa expressed her awareness of the immense responsibility that comes with her new role. She emphasized her commitment to fostering peace and driving national development, setting ambitious goals for her tenure.

Suminwa’s appointment comes on the heels of Tshisekedi’s resounding victory in the December elections, which solidified his position as the country’s leader. The Democratic Republic of Congo is renowned for its flourishing copper industry, a key driver of its economic prosperity. However, the nation also grapples with significant challenges, including escalating conflicts in its eastern regions and the imperative to prudently manage its vast mineral resources.

About Judith Suminwa

Judith Suminwa brings a wealth of experience and expertise to her role as a seasoned Congolese leader, boasting over two decades of dedicated service in various capacities both domestically and internationally. Her career has been marked by significant achievements in democratic governance, peace consolidation, security governance, and public finance management, making her a highly respected figure in the political landscape.

Suminwa’s educational background is equally impressive, reflecting her commitment to continuous learning and professional development. She holds a Diploma of Complementary Studies in HR Management in Developing Countries from the esteemed Université libre de Bruxelles, specializing in Labour Sciences, a qualification earned between 1996 and 1997. Additionally, she earned a Bachelor’s Degree in Financial Management with a focus on Applied Economic Sciences from FUCAM – Faculties of Catholic University of Mons, Belgium, during the period of 1992 to 1996. Her academic journey commenced with a Graduate program in Accounting at EPFC, Brussels/Belgium, from 1990 to 1992, laying a solid foundation for her subsequent career endeavors.

Prior to assuming her current role as Prime Minister, Suminwa held several significant positions of responsibility. Notably, she served as the Minister of State for Planning from March 24th, 2023, demonstrating her capacity to lead and implement strategic initiatives. Her contributions extended to the role of Deputy Coordinator at the Presidential Strategic Monitoring Council (CPVS), where she played a pivotal role in overseeing the strategic monitoring of the President’s programmatic commitments, ensuring accountability and progress.

Suminwa’s international experience includes a tenure at the United Nations Development Programme (UNDP) as a Program Specialist and Coordinator of the Peace and Democracy Consolidation Pillar. Here, she sharpened her skills in project management, governance, budget processes, and change management, contributing significantly to the organization’s mission of promoting peace, stability, and development globally.

Before her tenure at the UNDP, Suminwa served as a Senior Advisor at the Ministry of Budget, where she spearheaded the Change Management Unit. In this capacity, she led efforts to implement crucial budgetary and public administration reforms, showcasing her strategic vision and ability to drive meaningful change within government institutions.

Suminwa’s diverse experiences, from her academic pursuits to her impactful roles in government and international organizations, underscore her readiness and capability to lead effectively as the Democratic Republic of Congo’s first female Prime Minister. Her blend of academic knowledge, practical experience, and leadership acumen positions her as a transformative figure poised to drive positive change and progress for her country and its people.
